Sample approval and shipment inspection answer different questions
A sample review helps the buyer decide whether a proposed configuration meets the project brief. A pre-shipment inspection examines the available production lot against an agreed scope. Neither should be treated as a substitute for the other, and neither by itself establishes that every unit meets every destination requirement.
The inspection brief should reference the approved sample, specification revision and packaging files. Describe known deviations and any changes approved after sampling. If these records are missing, an inspector may have a photograph to compare against but no agreed basis for evaluating the actual order.

Agree the sampling approach and defect definitions
If the inspection uses sampling, agree the lot definition, sampling plan, defect categories and decision criteria with the inspection provider. ISO 28590 introduces the ISO 2859 family of attribute-sampling approaches; it is not a reason to invent a universal sample size or acceptance level for every appliance order.
Make critical project requirements explicit in the brief. Decide how the inspector should document findings and what situations require buyer review before any shipment-release decision. A sample-based check is not a statement that every item in the shipment has been examined.
Keep safety and compliance work with qualified parties
Use a suitable inspection provider or laboratory for checks requiring specialist equipment, electrical expertise or defined test methods. A sourcing checklist should not encourage buyers to open powered appliances or improvise electrical safety tests. Ask the relevant parties to confirm the scope, applicable requirements and documentation needed for the selected model.
Review whether available files identify the same product and configuration as the order. A supplier profile, logo on a carton or photograph of a certificate is not enough to establish that the offered version is covered. Keep unresolved questions visible and assign responsibility for obtaining clarification.
Close findings with evidence, not an informal assurance
For each issue, record the finding, affected scope, supplier response, proposed correction and the evidence needed to close it. Reworked goods may need further review according to the agreed process. Do not treat a promise to fix a problem as proof that the correction has been completed.
Before release, reconcile the inspection results with the approved order and the buyer's remaining requirements.
